ORDER:
The following notification shall be
published in Andhra Pradesh.
NOTIFICATION: I
In exercise of the powers conferred
by section 19-A of the Andhra Pradesh public Libraries Act 1960(Andhra Pradesh
Act No VIII of 1960), the Governor of Andhra Pradesh hereby constitutes a
library service for the ZillaGrandhlaya Samsthas in the State with effect from
01-04-1950.
NOTIFICATION II
In exercise of the Powers conferred by sub-section (1) and
clause (f) subsection (2) of section 25 of the Andhra Pradesh Libraries
Act-1960 (Andhra Pradesh Act No. VIII of 1960) the Governor of Andhra Pradesh
hereby makes the following rules for the posts of Librariand under the Zilla
Grandhalaya Samsthas.
2. The Rules hereby made shall be deemed to
have come into force on 01-04-1950.
RULES
1. Constitution :- The service shall consist
of the following Categories,namely:-
(i) District Central Librarians and City
Central Librarian-Hyderabad
(ii) Librarian Grade I (Deputy Librarians)
(iii) Librarian Grade II
(iv) Librarian Reade III
2. Appointment :- Appointment to the post shall posts shall be
made as specified in the Table below:

Note 1 : Out of every cycle of three vacancies in
Category –II the first vacancy shall be
filled be n by promotion from category (iii) the second vacancy be filled in by
direct recruitment and the third vacancy shall be filled in by transfer from
Senior Assistant of the Zilla Grandhalaya Samsthas.
If no candidate is available in a method of
recruitment the vacancy may be passed over to the next method.
Note 2:- Out of every cycle
of two vacancies in category (iii) the first vacancy shall be filled in by
promotion from the immediate lower category and the second vacancy shall be
filled in by Direct recruitment from the open market.
If no candidate is available
in a method of recruitment, the vacancy may be passed over and filled in by the
next method.
Note 3:- Out of every cycle
of two vacancies in category (iv) the first vacancy shall be filled in by
promotion from the lower categories of (i) Junior Assistants and Typists in the
ration of 1:1 (ii) Record Assistants (iii) Attenders working in the Zilla
Grandhalaya Samsthas in the same order of priority and the Second Vacancy shall
be filled in by direct recruitment.
If no candidate is available
for filling up the vacancy in method of recruitment specified therein, the
vacancy may be passed over and it shall be filled in by the next method.
“2-A. In the matter of
appointment by direct recruitment category (ii) Librarian Grade I, category
(iii) Librarians Grade II , category (iv) Librarian Grade III for which women
and men are equally suited , other things being equal preference shall be given
to women and they shall be selected to an extent of at least 30% of the posts
in each category of open Competition , Backward Caste , Schedule Caste and
Scheduled Tribe, quotain terms sub rules (2) of rules 22-A of the Andhra
Pradesh State and Subordinate Service Rules”.
3. Appointment Authority :
(a) The Director of Public Libraries shall be the appointing authority for
appointment to the post District Central Librarians the Grade I Librarians.
(b) The Chairman, Zilla
Grandhalaya Samstha shall be the appointing authority for appointment of Grade
II and Grade III Librarians within his jurisdiction with the prior approval of
the Director of Public Libraries.
3-A Unit of appointment :
For purposes of recruitment, appointment discharge for want of vacancy,
seniority, Promotion transfer and appointment as full member, the units of
appointment shall be as specified in the
Table below:

Zone I . Comprising the jurisdiction of the Zillagrandhalaya Samsths
of the District of Srikakulam, Vizianagaram and Visakhapatnam.
Zone II. Comprising the Jurisdiction of Zilla
Grandhalaya Samsthas of the Districts of East-Godavary, West-Godavary, And
Krishna.
Zone III. Comprising
the jurisdiction of the Zilla Grandhalaya Samsthas of the Districts of Guntur,
Prakasam and Nellor.
Zone IV. Comprising the jurisdiction of the Zilla
Grandhalaya Samsthas of the District of Chittor, Cuddapah, Anantapur and
Kurnool.
Zone V. .
Comprising the jurisdiction of the Zilla Grandhalaya Samsthas of the District
of Addilabad, Karimnager,Warangal and Khammam
Zone VI. . Comprising the jurisdiction of the Zilla
Grandhalaya Samsthas of the District of Rangareddy, Nizamabad,
Mehaboobnager,Medak and Nalgonda and
Zone VII. .
Comprising the jurisdiction of the City Grandhalaya Samstha and the
city of Hyderabad .

Note:- The transfer of a
person from one local cadre to another local cadre, an reciprocal basis, shall
be made in respect of Grade II and Grade III Librarians, subject to the
Condition that the person so transferred shall be assigned seniority in the
larer cadre with reference to the date of his transfer to that cadre. The Director of publicLibraries shall be the
transferring authority for the posts of DistrictCentral Librarians and City
Central Librarian Ex-officio Secretaries and Librarians Grade-I from Zone to
zone
The transfer Librarians Grade-II and III
shall be made by the appointing authority with the prior approval of the Director
of Public Libraries.
AGE: No person shall be
eligible for appointment to the posts by direct recruitment if he has completed
or will complete the age of 30years on the 1st day of july of the
year in which the selection is made.
“provided in the case of
candidates belonging to any of the aboriginal tribes in the Agency Areas
Specified in Schedule I or to the Scheduled Casts and Scheduled Tribes
specified in schedule II to part I of the Andhra Pradesh State and Subordinate
Service Rules the limit of age shall be thirty five instead of 30 years”.
“provided further that in
the case of Physically handicapped persons as defined in Clause (4-A) of Rule 3
of part I of the Andhra Pradesh State and Subordinate Service Rules, the
maximum age limit prescribed shall be raised uniformly by ten years ending with
the 22nd September, 1990”.
5. Qualification:- No person shall be eligible
for appointment to the posts mentioned
in column (i) of the table below by the method specified in column (2) thereof
unless he possesses the qualifications specified in the corresponding entries
in column (3) therof.

those who are working in Category(iii) on the date of 4-7-88 shall not be
required to acquire the above qualification:
Provided further that those who are already working in
category (iv) as on the date of 4-7-88 shall be exempted from the above qualifications for the purposes of appointment by
promotion”
A Pass in Intermediate examination or its equivalent examination
and a Certificate in Library Science of a university in India established or
incorporated by or under a Central Act Provincial Act or a State Act or of an
institution recognised by the University Grant Commission “Provided the those
who studied C.L.Sc, course with minimum General Educational Qualifications
before July 1984 and passed the course on before July 1987 shall be exempted
from the above qualification.

Note:- (i) Preference shall be given to these who
possess B.L.Sc. in addition to the prescribed qualifications for Recruitment to
the posts in categories (i) and (ii) above
(ii)
In the case of person whose services were taken ever by the Zilla
Grandhalaya Samsthas as a result of transfer of Management of the Libraries
either from private or from Local Body Management to the Control of the Zilla
Grandhalaya Samsthas completed S.S.L.C. with five years experience in a
recoginsed Library is a qualification to
held the post of Librarian Grade III.
6.Probation:- Every person appointed to the post shall from the date on which he
joins duty, be on probation for a period of one year on duty within a
continuous period of two years if recruited by transfer or promotion, and for a
total periods of two years on duty within a continuous period of three years,
if recruited direct.
7.Tests : (i) Every person appointed to the posts of
District Central Librarians or city
central Librarians or Librarians Grad I shall during the period of probation
pass the Account test for the subordinate officers, part I failing which he
shall not be eligible to draw increments in the time scale of pay applicable to
him – such ineligibility to drawn increments shall not have the effect of
posting his future increments after he has qualified himself.
(ii) Language Tests :- (a) Every person appointed as
District Central Librarian or Librarian Grade I shall within a period of three
years.
From the date of appointment pass the second class
language Test in Telugu conducted by the Andhra Pradesh Public Service
Commission or any other Examination declared by Government as equivalent
failing which his increments in the time scale of pay shall bepostphoned
without cumulative effect till he has passed the test.
(b) Those who are already working as District Central
Librarian or city Central Librarian or as Librarians Grade I shall within a
period of three years from the date of issue of these rules, pass (1) Account
test for Subordinate officers part I and (2) the language test in Telugu
failing which they shall not be eligible to draw increments. Such ineligibility to drawn increments shall
not have the effect of postponing the future increments after they havepassed
the said test.
Provided that a person who has completed the age of 40
years on the 1st November 1966 or has passed his Secondary School.
Examinations with Telugu as Second Language, shall not be required to pass the
above “Language Test”.
8. Savings:-
Notwithstanding anything in these rules the persons already working in the
posts mentioned in Rule 1 on the date of issue of these rules, shall not
adversely be affected solely by reason of their not possessing all or any of
the qualifications prescribed in rules 4 and 5”.
9. Special
Representation:- General Rules 22 of the Andhra Pradesh State & Subordinate
Service Rules shall be applicable to the posts”.
