            In continuation of the instruction issued in the G.O. cited, all Spl. C.S.sl. Secys /Secretaries to Govt. Are informed that the Standing Committee of officers constituted for examination of all recommendations for exemption / relaxation of rules will meet on  2nd  & 4th  Monday of every month at 11.30 A.M. and examine the proposals received from various Departments of Secretariat.  In case of any holiday on those days, the immediate next working day will automatically be the date to convene the meeting.
     2.  It is also requested that the proposals relating to the relaxations/ exemptions may be furnished to this Department in the enclosed checklist pro forma along with a brief note in 7 sets of placing before the Standing Committe at least one week prior to the said days.
     3.  The Secretary of the Departments Proposing the relaxation should also attend the meeting as Special as Special invitee for presenting the proposal to the Standing Committee.
     4.  Based on the recommendation of the Standing Committe the Departments concerned shall take necessary action as per Business Rules and the special Rules applicable to them.

                                The Following categeries of post exist  under  Zilla Grandhalaya Samsthas.
                1.(a) District Central Librarians.
                   (b)Librarian Grade  I
                   (c) Librarian Grade II            
                  (d)Librarian Grade III.
            2. U.D.C. /L.D.C.  and Typists.
            3. Binders.
            4. Van Drivers and Motor Cleaners.
            5. Attenders
           6.Peons
2.            The Provisions of A.P.Public Employment (Organisation of Local Cadres and Regulation of  
         Direct Recruitment) Order 1975, are attracted in the case of all the above categories of posts except District Central Librarians.  Reservation in the matter of direct recruitment in favour of local candidates has to be made in respect of all the categories except District Central Librarians in terms of para 8 of the Presidential Order .
3.      In view of the above, it is proposed to amend the rules relating to Zilla Grandhalaya Samsthas  as follows:
                                  District Central Librarians.   
4.         Rules for this category were issued in G.O.Ms.No. 674 Edn Dt 21-3-67. Para 8 of the Presidential Order in not attracted.  Scale of pay attached to this post is Rs. 530-1050.  Though the unit of Appointment for this category is state-wide. In practice appointments are being made on regional basis.  It is therefore considered desirable to amend the rules to be in conformity with actual practice, eventhough this aspect has no relevance to the amendment of rules interms of A.P. Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975.  There will be no need to change the existing appointing auithority.
                                      
 Librarians Grade I ,Librarian Grade II and Grade III.
5.     The Unit of appointment in respect of Gr. I Librarians posts is statewide according to rules in G.O.MS.No. 674- Edn. Dt. 21-3—67.  But in practice appointments are being made on the  basis of each District as unit (for the post in City Grandhalaya Samsths the City is the unit).  It is other force considered necessary to amend the rules  so as to be in conformity with practice.  There is provision in the rules for direct recruitment and it has to be suitably amended in order to provide reservation to locals.
6.       In respect of grade II and grade III Librarians posts the unit of appointment is alredy dirtrict rules have of unit of appointment and reservtion to locals.
Other Categories:-
7.        In respect of other categories, District is already the unit of appoinment and it would be necessary to make specific provision in respect of unit of appointment and for reservation to locals.
8.           “he Director of public Libraries is requested to offer his remarks on the course of action indicated above keeping in view the discussion he had with A.S. (Genl) on phone on 17-9-77.  He is requested to send his  reply before 5th october, 1977.

       ORDER:
                    The Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment ) Order, 1975 (Presidental Order ) was republic vide G.O. 1st  read above and came into force from 18-10-1975 for affective implementation of the Presidental Order, Orders and instructions were issued from time to time clarifying the course of action to be taken.  Government noticed certain deficiencies in the implementationof the Presidental Order and orders were issuded for rectification of such deficiences, vide the G.O. 4th read above.

2.            Government considered it necessary toconduct a detailed study on the implementation of the G.O.Ms.No. 610 in terms of the Presidential Order and appointed Sri J.M.Girglani, IAS, (Retd), One Man Commission (SPF) vide G.O. 5th read above, to suggest  measures for effective implementation of G.O.Ms.No.610, G.A. (SPF) Dept., dt.30.12.1985 and also to make such other recommendations as necessary for implementation of the Presidential Order in its true spirit.

3.            The One Man Commission (SPF) recommended among others, the replacement of the list of Departments shown in the Annexure to G.O.P.No. 728,G.A. (SPF.A) Dept., dt. 1.11.1975, with a new list of 102 Departments.  The government appointed a Committee of Senior Officers to suggest action in this regard.  The Committee submitted its report which has been accepted by the Government.  Accordingly, Pursuant to the orders issued int he G.O. 6th read above the following amendment is made to the Annexure to G.O.P.No. 728, GA (SPF.A) Dept., dt.1.11.75.

ORDER:
                The Andhra Pradesh Public Employment Iorganisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975 (Presidential Order) was republished vide G.O. 1st read above and it came into force with effect from 18.10.1975. For effective implementation of the Presidential Order, certain orders  and instructions were issued from time to time clarifying the course of action to be taken.  Government noticed certain violations in the implementation of the Presidential Order and orders were issued for rectificationof the violations vide the G.O.4th read above
2.            Government on being informed about certain irregularities in implementation of Presidential Order, considered it necessaery to have a detailed study on the implementation of the  G.O.Ms.No. 610, G.A. (SPF.A) Dept., dt. 30.12.1985 in terms of the Presidential Order and appointed Sri.J.M.Girglani, IAS., (Retd.).  one Man Commission  (SPF) to suggest  meaasures for effective implementation of the G.O.Ms.No. 610 G.A. (SPF.A) Dept., dt.30.12.1985 and also to make recommendations for implementation of the  Presidentail order in true spirit vide G.O. 5th read above.  The One Man Commission (SPF) submitted Report and the Government after careful consideration of the Recommendations, Findings, Remedial measures   and safegurds for the implementation of the Presidential Orders 1975, as well As G.O.Ms.No. 610, G.A (SPF.A) Dept., dt. 30.12.1985 and also to make such other recommendations as necessary for implementation of the presidential Order in its true spirit.
3.      The Government  hereby direct that the first level Gagetted posts as on 18.10.1975 in all Departments should be incorporated into the 3rd Schedule of the Presidential Order.
4.     The Government also direct that even after Gazetting  of post, subsequent to coming into effect of Presidential  Order, original character of  reservation as provided in the Presidential Order will be retained.  Thise is to ensure the immutable character of the post as on 18.10.1975, which means that the reservation to the local candiates in the category of direct recruitment will be 70% and same shall be maintained throught irrespective of the Gazetting having taken place on any date subsequent to 1975.  The Government, however depending on the needs and exigencies of the running of administration will continue to notify certian non-gazetted postes as Gazetted.  But, this change in the status of the post from Non-Gazetted to a Gazetted post will not affect the reservation for local candidates and same shoud continue to be 70% in case of Direct Recruitments to theZonal posts in such Categories.               
5.     All The Departments are directed to identify such post which have been Gazetted after 1975 and take action accordingly to review the appointments and take corrective action for maintaining the percentage of local candidates at the above defined level.
