The
following notification will be published in the Andhra Pradesh Gazette.

NOTIFICATION
In
exercise of the powers conferred by Clause (E) Sub-section (2) of section 25 of
the Andhra Pradesh Public Libraries Act, 1960 (Andhra Pradesh Act VIII of 1960)
the Governor of Andhra Pradesh hereby makes the following rules in respect of
employment of the Staff for the Public Libraries maintained by Zilla
Grandhalaya Samsthas in the State.
The
rules hereby made shall be deemed to have come into force on the 1st
day of April 1950.
RULES
1. Constitution:-
The service shall consist of the following Categories, namely:-
Category 1 –
Superintendents
Category 2 – Senior
Assistants
Category 3 – Junior
Assistants
Category 4 – Typisits
2. Appointment:-
Appointment to the post shall be made as specified in the Table below:

3.UNIT : For purpose of appointment to
the posts in category .
I above:
a) Hyderabad city Grandhlaya Samstha and the
Zilla Grandhalaya Samstha of Hyderabad District (excluding City) Warangal,
Khammam Nizamabad, Adilabad, Medak, Mahaboobnager, Nalgonda and Karimnager.
b) Srikakulam,
vizianagaram, Visakhapatnam, East Godavari,Krishna, Guntur, Prakasam, Nellore,
Chittoor, Cuddapah, Anantaupur, and Kurnool.
Shall consist
of two district units and appointment by promotion shallbe made out of common
seniority of senior Assistants of each unit

Unit of appointment : For purpose of recruitment, appointment, discharge
for want of vacancy, seniority, promotion, transfer and appointment as full
member, the Units of appointment shall be as indicated in the table Below:

: Comprising the jurisdiction of the ZGS of the districts of Srikakulam,
Visakhapatnam and vizianagaram
Zone-II:
Comprising the jurisdiction of the ZGS of the Districts of East Godavari,
West Godavari and Krishna
ZONE-III:
Comprising the Jurisdiction of the ZGS of the Districts of Guntur, Prakasam,
and Nellor.
ZONE-IV:
comprising the jurisdiction of the ZGS of the Districts of Chitoor, Cuddapah,
Anantapur and Kurnool.
ZONE-V:
Comprising the jurisdiction of the ZGS of the Districts of Adilabad, Khammam,
Warangal, and Karimnager.
ZONE-VI:
Comprising the jurisdiction of the ZGS of the Districts of Ranga reddy,
Nizamabad, Mehaboobnager, Medak and Nalgonda
ZONE-
VII: Comprising the jurisdiction of the City
Grandhalaya Samastha of the City of Hyderabad.
Comprising
the jurisdiction of each of the ZGS and the City Grandhalaya Samstha,
Hyderabad.

Note:
The transfer of person from one local cadre to
another local cadre, on reciprocal basis, shall be made in respect of Senior
Assistant. By the Director of Public Libraries and in respect of Junior
Assistant and Typists by the appointing authority with the prior approval of
the Director of Public Libraries, subject to the condition that the person so
transferred shall be assigned seniority in the later cadre with reference to
the date of his transfer to that cadre.
“The transfer of a person from one
local cadre to another local cadre where no qualified or suitable person is
available in the latter cadre or where such transfer is considered absolutely
necessary in the public interest shall be made by the Director of public
Libraries in respect of the posts of Senior Assistants and by the Chairman ZGS
in respect of the junior Assistant and Typists”.

OPTION: The employees under the ZGS as shall be given opportunity to exercise
their options for the Zones to which they would like to be allotted. The Director of Public Libraries shall take
decisions as such action after proper examination and scrutiny.
4.Appointing Authority :
(a) The
Director of Public Libraries shall be the appointing authority in respect of
posts in category 1 and category 2 above
(b) The
Chairman of the ZGS Concerned shall be the appointing authority in respect of
the posts in category 3 and category 4.
5. Age
:
(a) No
person shall be eligible for appointment to the posts by direct recruitment if
he has completed or will complete the age of 28 years on the 1st day
of july of the year in which the selection is made.
“provided
that the maximum age limit prescribed shall be raised uniformly by five years
in favour of candidates belonging the Scheduled Castes, the Scheduled Tribes
and the Backward Classes as specified in the Andhra Pradesh State and
Subordinate Service Rules”.
“provided
further that in the case of physically handicapped persons as defined in Clause
(4-A) of Rule of 3 of part 1 of the Andhra Pradesh State and Subordinate
Service Rules, the maximum age Limit prescribed shall be raised uniformly by
ten years candying with the 22nd September, 1990”.
(b) No person shall be eligible for appointment
to the posts mentioned in column 2 unless he possess the qualifications
specified in the corresponding entries in column 3 thereof:

Account test for subordinate officer part 1

In the
case of promotion of Senor -Assistants,One must have completed three years of
service in the category of senior Assistants

In the
case of promotion of Typists one must have completed 5 years of satisfactory
service in the category of Typiests.
Graduate of a recognized University in
India established or incorporated by or under a central Act, provisional act
of a State act or of an institution recognized by the University Grants
Commission.
Minimum general educational qualification
prescribed in the Andhra Pradesh State Subordinate Service rules
Minimum General Educational Qualification
prescribed in the Andhra Pradesh State and Subordinate service Rules.
Must have passed the Govt. Technical
Examination in Type Writing (Lower Grade) preference shall be given to those
who have passed Government Technical examination in typewriting Higher Grade.

6.
Probation : Every person
appointed to the post shall from the date on which he joins duty, be on
probation for a total period of the two years on duty within a continuous
period of three years if recruited direct : for one year on duty within a
continuous period of two years if appointed by promotion.
Provided
that a superintendent or senior Assistant promoted from the lower category who
has rendered satisfactory service for a total period of not less than three
years in the lower category shall not be required to undergo the probation
prescribed in this rule.
Those
who are already working as Senior Assistant shall within a period of three
years from the date of issue of these rules pass the Account Test for
subordinate to drawn increment. Such ineligibility to drawn increments shall
not have the effect of postponing the future increments after they have passed
the said test.
7.
There shall be paid to the holders of the post of monthly pay calculated
in the scale of pay and allowances which are in force from time to time to
similar such posts in Ministerial Service under the Government.
8. Savungs:- Not withstanding any thing in these rules a
personm who was working in any of the posts mentioned in rule above on the date
of issue of these rules shall not be adversely affected Solely by reason of his
not possessing any of these educational and age qualification prescribed in
these rules.
9.
Special Representation:- General rule 22 of the Andhra Pradesh State and
Subordinate service Rules shall be applicable to these posts.
