ORDER:-

            The following notification will be published in the Andhra Pradesh Gazette.

 

                                                                      NOTIFICATION

 

            In exercise of the powers conferred by clause (e) of sub-section (2) of section 25 of the Andhra Pradesh Public Libraries Act. 1960 (Andhra Pradesh Act VII of 1960) The Governor of Andhra Pradesh hereby makes the following rules for the post of Record Assistants under the Zilla Grandhalaya samsthas.

 

2.         The rules hereby made shall be deemed to have come into 1^st day April 1950.

 

1. Constitution:- The Class consist of the Record Assistants under the Zilla Grandhalaya       Sasmthas in the State.

2. Appointments :-Appointment to the post shall be made of either by direct recruitment or by promotion from the category of Attenders in the Zilla Grandhalaya samsthas.                              

           

Note 1:-      In every cycle of two vacancies, the first vacancy shall be filled up by direct recruitment and the second vacancy shall be filled up by  Recruitment by promotion.

Note 2:-    The provisions of the Andhra Pradesh Employment (organisation of Local Cadres and Regulation of Direct Recruitment) order, 1975 Shall be followed in filling up of posts by Direct Recruitment

            In the matter of appointment by direct recruitment to the post of Record Assistant for which women and men are equally suited, other things being equal, preference shall be given to women and they shall be selected to an extent of at least 30% of the post in each category of open competition, Backward class, Scheduled Cast and Scheduled Tribe quota in terms of sub-rules (2) of rule 22-A of the Andhra Pradesh State and Subordinate Service Rules”.

 

3.         Appointing Authority :- Appointing Authority for the posts shall be the Chair man, Zilla Grandhalaya Samsthas.

            Provided that in the absence of Chairmen, The Secretary, Zilla Grandhalaya Samstha who is the Chief Executive Officer of the Zilla Grandhalaya Samstha shall be the transferring authority in respect of Record Assistant within the District, subject to the prior approval of the Director of Public Libraries.

            Provided further that the appellate authority, specified in the scheduled to the Andhra Pradesh Zilla Grandhalaya Samstha Service(CC & A) Rules, 1968 may either on appeal by the affected employees or sub-moto , set aside modify or cancel or stay an order of transfer passed by the appointing authority.

NOTE:-    The transfer of Record Assistant from one Local cadre to another local cadre, on reciprocal basis or to a clear vacancy shall be made by the appointing authority with the ptior

 

approval of the Director of Public Libraries.  The person so transferred shall be assigned seniority in the later cader with reference to the date of transfer to that cadre.

 

4.         QUALIFICATIONS:-    (a) No person shall be eligible for appointment to the post by direct recruitment.  If he /she has completed or will complete the age of twenty eight years on the 1^st day of July of the year in which the selection is made.

 

            “Provided that in the case of candidates belonging to any of the Aboriginal Tribes in the Agency Areas specified in Schedule 1 or of the Scheduled Castes or the Scheduled Tribes in Schedule II to part I of the Andhra Pradesh State and Subordinate Service Rules, the age limit shall be taken “thirty years” instead of “twenty Eight Years”.

 

            “provided that the maximum age limit prescribed shall be raised uniformly b five years in favour of candidates belonging to the scheduled Castes, the Scheduled Tribes and the Backward Classes as specified in the Andhra Pradesh State and Subordinate Service Rules”.

            (b) “No person shall be eligible for appointment to this post by the method specified in column (1) of the table below unless he or she possesses the qualifications specified in the corresponding entries in column (2) there of “.

 

Method of Appointment	Qualifications
promotion	Must have passed VI Class in any recoginsed  Secondary School or any other equivalent qualification and must have put in a service of not less than six years in the category of Attenders under Zilla Grandhalay Samsthas.
Direct Recruitment	Must have passed X class in any recognised Secondary School or any other equivalent Examination.

 

5.PROBATION:-   Every person appointed to the post shall be on probation for a total period of two years on duty within continuous period of three years ; if recruited direct and for total period of one year on duty within continuous period of two years of appointed by promotion.

 

6.  Pay:-          There shall be paid to the holder of the post the monthly pay calculated in the scale of pay and allowances applicable on the similar posts under Government.

7.SAVING CLAUSE:-   Not withstanding any thing contained in these  rules, a person who was working in the post on the date of issue of these rules shall not be adversely affected solely by reason of his not possessing any of the educational qualifications or age prescribed in these rules.

 

8. Relaxation of rules by the Director of Public Libraries:-

 

            Notwithstanding anything in these rules, the Director of Public Libraries shall have the power to deal with the case of any class or category of persons for being appointed to, or any person who is serving or has served or of a class of persons who are serving or have served in a post or posts of Record Assistant in the Zilla Grandhalaya Samstha/ city Grandhalaya Samstha, Hyderabad, in so far as such case related to transfer, promotion or the service conditions Governed by these rules in such manner,as may appear to him to be just and equitable.

 

            Provided that, ther any such rules is applicable to the case of any person or a class of persons, the case shall not be dealt with in any manner less favourable to the person or class of persons than that provided by that rule.

 

8.Special Representation:-   General Rule 22 of the Andhra Pradesh State and Subordinate Service Rules Shall be applicable of these posts”.
