ORDER:
Government after careful consideration hereby direct that the orders Issued in G. O. Ms. No 15, Finance (P.C) Department dated 17-1-1973 (copy enclosed) and subsequent amendments and instructions thereon issued from time to time relating to travel concession applicable to State Government employees and extended to the employees of Municipalities, Panchayat Samithis and Zilla Parishads, shall Mutatis Mutandis apply to all the employees working in the Zilla Grandhalaya Samsthas/City Grandhalaya Samstha with effect from the date of this order.
2. The expenditure on sanction of Leave Travel Concession to these employees shall be met from the salary grants payable by Government to the Zilla Grandhalaya Samsthas/City Grandhalaya Samstha.
3.   This order issues with the concurrence of Finance & Planning (EE) Department vide their U. O. No. 311. A/EE/79-1, dated 21-9-1979.

Resolution No. 41/71 of the Andhra Pradesh Civil Services Joint Staff Council, dated 27-11-1971.

ORDER:
The One Man Pay Commission appointed by the State Government has reco­mmended that Leave Travel Concession on the lines of the Government of India Rules may be extended to the employees of the State Government also. The State Government have considered the Issue and here by order that the Leave Travel Concession as per rules in the Annexure to this order, shall be applicable to all Government employees under the administrative control of this Government.
2 Necessary amendments to the Andhra Pradesh Traveling Allowance Rules including the revision of Rule 109 will be issued separately by the Finance (T. A.) Department.

ANNEXURE
LEATE TRAVEL CONCESSION

Description:- Leave Travel concession is reimbursement of expenditure Inclined by the Government servant and his family members to travel from head quarters station to home town and back during the period of regular leave taken by the Government

2.   Eligibility:- (a) All Government servants  including those on  temporary basis who have put in a continuous service of one year are  eligible for the concession.
  1. Re-employed officers are also eligible for the concession on completion of continuous service of one year but in case of re-employment in continu­ation of superannuation the period of re-employment shall be treated as continu­ous with the previous service for this purpose.
  2. Persons appointed on a contract basis are also eligible for   the concession after completion of one year's service, if the period of contract is more than one year.   Where the initial contract is for one year and it is   later exten­ded the total duration of the service shall be taken into account for the purpose.
  3. The concession is not applicable to the following persons:-
 (i) Who are not whole time employees,
 (ii) Who are paid from contingencies,
(iii) Who are borne on work charged establishment, (iv) Who are industrial employees.
  1. Amount of reimbursement:-   Expenditure for the first 75  Kilometers
    of the journey by the shortest route either way shall be borne  by the  Government servant. The expenditure for the rest of the distance, as per these rules shall be reimbursed by the Government.   When the distance between Head­ quarters and home town by the shortest route does not exceed 75 Kilometers, reimbursement of expenditure does not arise.
  2. Frequency:- (a)   The concession may be availed of by a Government servant and his family members once in every block of two consecutive calendar years commencing from the block period of 1972 and 1973.   The concession on the first occasions would be during 1972 and 1973 and the next occasion would be during block period of 1974 and 1975 and so on. The concession not availed
    of during any block period shall lapse. It is enough if the outward journey from Headquarters is within the block period and the return journey can be in the next block of two years but counted against the block of two years in which the outward journey is performed.
5.    Sanctioning Authority:- The authority competent to sanction leave shall be the authority to permit the availment of Leave Travel Concession.

6.    Leave required to be taken:- (a) Government servants are eligible for the concession only when the journeys are performed  during  regular leave of fifteen days or more. Regular leave means leave on average pay, earned leave and extra-ordinary leave without allowances but not casual leave.   Earned Leave availed of along with surrender of leave in lieu of leave salary is regular leave for this purpose.
7.    Family:- The word family shall have the same meaning as  defined  in Rub 2 (vii) of the Andhra Pradesh Traveling Allowance Rules.
8.    Home Town:- (a) The words "Home Town" mean the place  which  is declared by the Government servant duly supported by reasons such as:  Native place, ownership of immovable property, permanent residence of near  relatives, or where he would have normally resided but for his being in  Government service.
  1. Every Government Servant is required to give declaration of   his home town within a period of 6 months from the date of issue of the orders relating to Leave Travel   Concession.   The   Non-Gazetted   Government   employees shall submit their declarations to officer, who has been declared as the controlling officer in respect of the Traveling   Allowance claims of the Government servants. After the declarations are approved by the controlling officers, they shall be communicated to the heads of offices, in which the Non-Gazetted employees are working. The heads of offices shall record the particulars of the "Home Town" in the service books of the employees. Every controlling officer shall maintain a list of the home towns of all the Government servants, whose Traveling Allowance claims are countersigned by him.
  2. The Gazetted Officers shall submit their declarations to the concerned Heads of Departments, who shall after acceptance, communicate the same to the Accountant-General for record in his office. The Heads of Departments and the Secretaries to Government shall communicate their declarations direct to the Accountant-General, Andhra Pradesh for record in his office.
  3. The declaration shall be in the following form :

9.Journeys:- (a) The concession is permissible for journeys within India,
and it shall be calculated on the basis of the distance by the shortest route between head quarters and home town.
(b)   The journeys may be performed by the Government servant and the family members together or separately.   Some of the family members may perform the journeys along with the Government servant, and the remaining members may perform the journey separately. When the journeys are performed separately, the outward journey of the second group should commence within 6 months from the date of the commencement of the journey by the first group.
  1. The journeys may be performed by any route with or without halts on the way.  It is essential that the journey should cover the home town.   The period of halt at the home town is not presented, this being left to the convenience of the individuals. When an officer is on training with change of head quarters, leave travel concession will be for the journeys from the   place of training to the home town.   In cases of training, where there is   no change of headquarters of the Government servant, the leave travel concession for the Government servant shall be for the journeys between the place of training and the home town, and for the journeys between the head quarters of the Government servant and the home town.
  2. The concession can be availed of in combination with journeys on transfer, when a Government servant and his   family members proceed front the place of old head quarters to the home town and from the home town to the new head-quarters.  In such cases, it is necessary for the Government servant to take the required leave on relief from the old station.   The claim for such journeys shall be for the distance between the place of the shortest route,  after deducting there from the following distance:
(i)   The distance for which the transfer travel allowance from the old station to the new station is admissible
(ii)   150 K. M. (being the total of the initial distance either way),
(f)     The return journey in each case should be completed within a period of six months from the date of the outward journey from eadquarters.
10. Regulation of claim:-  (a) The expenditure on the first 75 K. m, of the journey either way is not reimbursable.
(b)   For the remaining distance of the journey, the claim is to be regulated as follows: -
(i)   For the distance connected by train, the Railway fares actually paid, or the Railway fares of the class by which the persons are
authorised to travel under the Traveling Allowance Rules, whichever may be less is permissible. Persons entitled to travel by first and second class may travel by 3rd class sleeper coach and claim the fare charged by the sleeper coach.
(ii) When the journeys between places connected by train are performed by road in public transport, actual bus fares not exceeding the Railway fares by the entitled class are permissible. The road jour­ney may be by ordinary bus or by deluxe service.
(iii) Journeys between places connected by train may be performed by a car, the cost of propulsion being met by the Government servant himself. In such cases, the actual expenditure on propulsion limited to the amount of Railway fares by the entitled class is permissible.
(iv) When concessional circular trip tickets issued by the Railways are availed off, the claim for the distance covered by train shall be calculated at the rate charged by the Railways for the entitled class or at the rate charged by the Railways of the class, in which the journey is actually performed, whichever may be less.
(v) For the distance not covered by train, but covered by recognised public transport, the actual bus fares can be claimed. In respect of Government servants of grade-V and above, the fares by the higher class or deluxe service can be claimed. In respect of Government servants of grade-VI and below, the claim should be limited to the bus fares of ordinary class.
(vi) For the distance not covered by train as well as Recognised Public Transport, one mileage allowance as prescribed in the Traveling Allowance Rules, is permissible for a group not exceeding two Per­sons. When the group exceeds two persons, two mileages are per­missible.
(vii) The class by which the Government servant and his family mem­bers are eligible to travel and the rate of mileage admissible de­pends on the grade to which the Government servant belongs under the Traveling Allowance Rules, as at the commencement of the journeys in question, the onward and return journeys being consi­dered as separate.
(viii) Journeys may be performed by air but the claim shall be restricted to the amount otherwise admissible by the normal means of convey­ance that is by train, Road etc.
(ix) When a journey is performed by a longer route, partly by the eligi­ble class and partly by the lower class, the claim by the entitled
class shall be for the corresponding proportion of the shortest route, and for the balance of the distance by the shortest route at the lower class rate.
11. General:- (a) (i) When both husband and wife are Government servants and he/she avails the concession as a family member of the other, it is not necessary for he/she to comply with the condition of going on regular leave for a minimum period of 15 days. When they avail the travel concession as Government servants independently the condition of regular leave for the minimum period shall apply to each of them.
(ii) When both husband and wife are Government servants, the concession for the other family members can be claimed only once in a block period either as the family members of the father or as the family members of the mother.
  1. When the family of a Government servant is living away from him and the   concession is not being availed of in any block period of two years, for the family member the Government servant, on making a declaration to that effect is eligible to avail the travel concession of visiting the home town once in each calendar year instead of once in the block period of two years.    A  Government servant having no family is not however eligible to avail the concession once in every calendar year.
  2. In the following cases the concession is admissible for the outward journey only.
(i) Government servant and family members performing the journey to home town during leave preparatory to retirement, refused leave and terminal leave or not less than 15 days.
(ii) Family members having performed the journey to home town, have no intention of completing the return journey or performing the return journey after a period of six months from the date of commencement of the outward journey.
(iii) The dependent son getting employment after going to home town or dependent daughters getting married or employment after going to home town,
(d)   In the following cases the concession is admissible for the return journey only:-
(i) A newly maried husband/wife of the Government servant coming from home town to headquarters station;
(ii) a child legally adopted by a Government servant while staying in the home town;
(iii) any member of the family of the Government servant living for long time at the home town and for whom the concession in respect of the outward journey has not been availed of during that block period of two years.
  1. The travel concession is not admissible when a Government servant proceeds on regular leave and then resigns his post without returning to duty.
  2. The claims for reimbursement of the   cost of the   journeys should be preferred within one month of the completion of the return journey.   When the journeys are performed separately by the Government servant and his family members, the claims can be preferred separately.
(g)    The claims should be preferred in the Traveling Allowance bill forms and they should be countersigned by the controlling   officer   prescribed under the Andhra Pradesh Traveling Allowance Rules, before the bills are presented to the Treasury for drawal of the amount.
(h) A record of all assistance granted under these rules shall be maintained. In the case of Gazetted Officers, the record shall be maintained by the Ac­countant-General. In the case of Non-Gazetted employees the record shall be in the form of entries in the Service Books/Service Rolls of the employees. The entries should indicate the dates of journeys of the Government servant and his family members together with the particulars of amount reimbursed as Traveling Allowance.
12. Advances:- (a) When permission is given to avail the Leave Travel Concession, advances may be sanctioned to meet the expenditure on the journeys.
  1. In respect of Non-Gazetted employees, officers competent to grant advances for travel allowance on tour may sanction these advances.   In respect of Gazetted Officers, these advances may be sanctioned by the Officers counter­ signing their T.A. Bills. Officers, who are their own controlling officers under the Traveling Allowance Rules, may sanction these advances to themselves.
  2. The amount of advance shall be limited to 80% of the estimated cost, which is reimbursable to the Government servant under   these   rules  for the journeys.
  3. The advance may be granted for both the outward and return journeys, when a Government servant gives a declaration that the return journey will be performed within 90 days of the outward journey. In cases, where advances are drawn for both outward and return journeys, and the return journey   is not per­ formed within 90 days of the outward journey, 50% of the amount of advance should be refunded forthwith to Government.
(e)    When the family members, or part of the family are to perform the journey separately, the advance for their journeys can be sanctioned separately.
  1. The advance drawn, should be refunded in full, if the outward  journey is not commenced with in 30 days of the drawal of the advance.
  2. The advance drawn under these rules should be adjusted in the T. A. Bills, for the journeys, which have to be presented within 30 days of the comple­tion of the return journey.
(h) These advances may be granted to Government servants who are approved probationers in any post. Advances to Government servants who are not approved probationers inany category may be sanctioned, if a personal security bond is furnished in Form-11 of the Financial Code Volume-1. duly executed by the borrower together with a Government servant, who is an approved proba­tioner and drawing a pay not less than that of the borrower as surety guaran­teeing the repayment of the advance.
(i) The advance sanctioned and drawn under these rules, should be entered in the register of advances of traveling allowance on tour, maintained in each office, and the adjustments of recoveries of these advances should be watc­hed by Pay drawing officers. This work will be attended to by the Treasury Offi­cers and the Pay and Accounts Officer, Hyderabad.
13. Classification:- (a) The expenditure on the Leave Travel Concession of a Government employee shall be debited to the detailed head "Traveling Allowance" under the relevant head of account to which the Pay of the Government employee is debited.
  1. The advance of traveling allowance sanctioned under the rules is also debitable to the detailed head of account mentioned in sub-rule (a) above.
  2. When the advance is refunded, it should be credited under the same head of account as abatement of charges if it is in the same financial year of drawal. Otherwise it shall be credited as a Miscellaneous receipt of the department.
14.   Certificates:- The following certificates are prescribed:-(a)   Certificates to be furnished by the Government servant.
(i) Certified that for the block period of 19 —19 ,1 have not submitted any claim so far, for leave travel concession, in respect of the persons for whom traveling allowance is claimed in this Bill.
(ii) Certified that the advance of Traveling Allowance for the Leave Travel Concession has been fully adjusted in this Bill.
(iii) Certified that the persons for whose journeys the claim is preferred in this bill have performed the journeys to and from the home town viz…………
(iv) Certified that my wife/husband is not a Government servant and that the concession has not been availed of by her/him separately for herself/himself, or for any of the family members covered by this claim for the block period of 19 —19.
(b) Certificate to be furnished by the drawing officer in respect of              Non-Gazetted employees:-

G. O, Ms. No 20, Finance (P.C.) Department, dated the 18th January, 1972. ORDER:
Government have reviewed the working of the leave travel concession rules ordered In the G O cited and decided to modify them so as to see that there is no scope for abuse of the concessions. They accordingly order that the rules issued in the G. O. cited shall be replaced by the rules in the annexure to this order.
  1. Government also order that such of the employees who were permitted to avail the travel concession before the Issue of these orders shall be allowed to get their claims regulated In accordance with the previous orders.
  2. The employees who were permitted to avail the travel concession but who have not availed of such concession for any reason before the issue of this order will have to obtain the permission again with the reference to the rules annexed to this order.
  3. All Government employees whose declarations of Home Towns are not in accordance with the revised rules are required to give fresh declarations inaccordance with the revised rules. Six months time from the date issue of these orders is allowed for giving fresh declarations.
All Secretaries to Government and the Heads of Departments are requested to take action accordingly.

ORDER:
The Leave Travel Concession Rules issued in the G. O. cited, as it stands, requires that the Government servants should necessarily travel with his family to be entitled to reimbursement of expenditure on account of the journey undertaken with reference to the said rules, although the Government Servant and his family members may travel together or separately subject to the condition that the outward journey of the second group should commence within 6 months from the date of commencement of Journey by the first group. This is causing some hardship to the Government servants and their families.
2. Government have therefore decided to amend the above rules so that it is not incumbent on the part of the Government servants to compulsorily travel to be entitled to the Travel concession for himself and the members of his family who may travel in groups availing the facility of Leave Travel Concession. Accordingly the following amendment is issued to the Leave Travel Concession Rules issued vide G.O. cited, with immediate effect:-
AMENDMENT
In the said rules for sub-rule (b) of Rule 9, the following shall be substitu­ted, namely.
"The Government servant and or his family members may travel either independently or together as may be convenient to them. Where they travel in differ­ent groups at different times reimbursement of expenditure may be allowed in respect of each group independently without depending upon the journey performed by the other group provided the outward journey of the last of such groups commences before the expiry of 6 months from the date of commencement of the outward journey by the first group and the return journey of each group is
completed within 6 months from the date of commencement of the outward journey by that group. This condition of 6 months may be relaxed in special cases by the concerned Heads of Departments."

Representation,   dated    30th July,   1976 from the   Andhra Pradesh Secretariat Association.
ORDER:
The Andhra Pradesh Secretariat Association in their representation read above have requested that the Leave Travel Concession may be allowed once in a block period of 2 years instead of 3 years as at present and also to extend the concession of travel to any place in the country in a block period of 4 years in lieu of normal Leave Travel Concession in the second block period on the analogy of Central Government Employees.
After careful consideration of the above matter Government order that the Leave Travel Concession may be availed by a Government servant and his family members once in two years commencing from the block period of 1977-1978. This would be brought into effect by cutting into the present 3 years' block period of 1975-77.
The State Government also extend the Concession to Government Servants and their families to travel to any place in Andhra Pradesh in a block period of 4 years in lieu of normal Leave Travel Concession in the second two year block period otherwise available for travel to home-town subject to all other conditions laid down in the existing scheme.
Necessary amendments to the Leave Travel concession Rules will be issued in due course.

Read the following:
Finance and Planning (T.A.) Department G. O. Ms. No. 366, dated.  25th August, 1976.
ORDER:
In para 3 of the G O cited above, the concession has been extended to the Government servants and their families to travel to any place in Andhra Pradesh in a block period of 4 years in lieu of normal Leave Travel Concession in the second two years block period otherwise available for travel to home-town subject to all other conditions laid down in the existing scheme. A doubt has been expressed whether this concession will be available to those employees who are not entitled to the Leave Travel Concession because of their hometowns being within 75 Km from their Headquarters.
2. It is hereby clarified that the above concession is admissible to such employees also and their families. Even if their home-towns happen to be within 75 Km. of their Headquarters, the concession will be available to them as stated in para 3 of G. O. cited in a block period of 4 years in the second 2 years block period.  As laid down in rule 3 of the rules governing Leave Travel Concession the first 75 Km of the journey by the shortest route either way shall be borne by the employee.

Public Services -Leave Travel Concession to the Employees of the State Government-Declaration of Home Town-Further extension of time - Orders – Issued.

  1. The time for declaration of "Home Town" for purposes of Leave Travel Concessions by Government Employees expired at the end of March, 1975 as per the orders cited 3rd above
  2. The All Andhra Pradesh Government Class IV Employees Central Association, in its representation cited, has stated that some of the employees  were not served properly with the orders issued by Government regarding the time limit for declaring the "Home Town" due to which several employees have  not given their declarations for availment of Leave   Travel   Concession   within the stipulated time; that in some cases the declarations given by the employees were found missing in the Establishment Sections and that their declarations
    were not recorded in the service registers and that, therefore, the time limit of six months may not be stipulated in the rules, so as to enable those who have not furnished their "Home Town" declarations to give their declarations.
3 The representation of All Andhra Pradesh Class IV Employees Central Association has been carefully examined. For the reasons stated by the Association in its representation, referred to above, Government have decided to give another opportunity for declaration of "Home Town" for purposes of Leave Travel Concession, by such of the employees whose declarations have not been received at all
4,    Accordingly, all the employees   whose declarations of "Home Town" have not been received so far may give their declarations now within six months from the date of this order.
5.    These orders will not however, apply for the purpose of changing the declarations already given as per G. O. Ms. Mo. 15,   Finance (PC) Department dated 17-1-1973.
6.   No further extension will be granted under any circumstances.
7. All Secretaries to Government and Heads of Departments are requested to bring this to the notice of all the employees concerned including those on leave or deputation and to take action to record the declarations given in the Service Books of the employees in terms of rule 8 of the Leave Travel Concession Rules.

ORDER:
According to Rule 10 (b) (iii) of the Leave Travel concession Rules issued through the G. O. 1st read above, when journeys between places connected by train are performed by car, the cost of propulsion being met by the Government servant himself, the actual expenditure on propulsion limited to the amount of railway fares by the entitled class, is permissible. For the purpose of this rule, the entitled class for Grade V Officers is only class as per Note under the said Rule.
As per orders issued through the G. O. 2nd read above, Grade V Officers are eligible to travel by first class when the Journey is performed by train. Therefore, Grade V Officers will be entitled in respect of journey of the kind referred to in the preceding para to utilise expenditure limited to the amount of railway fare by the entitled class i. e. 1st class.
The following amendment is issued to Rule 10 (b) (iii) of the Leave Travel Concession Rules:-
AMENDMENT
Note under Rule to (b) (iii) Rules shall be deleted.
The above amendment will take effect from 10-10-1975 and claims already otherwise, settled need not be reopened.

In the Memo first cited Pay and Accounts Officer, Hyderabad was informed that Tourist Service cannot be treated as an authorised Service for purpo­ses of Leave Travel Concession. Subsequently to the Memo second cited orders have been issued allowing the Government servants to claim the actual charges even for journey by van on the analogy of Taxi Journeys for the purpose of Leave Travel Concession.
The Director, of School Education, Andhra Pradesh, Hyderabad in the letter cited has sought clarification whether Tourist buses can also be treated as an authorised Service for purpose of Leave Travel Concession.
The Government have after careful consideration decided in supersession of the clarification issued in the Memo, cited 1st to allow Government Servants to claims the actual charges subject to the instructions prescribed in the rules, even for journeys by Tourist Buses on the analogy of Taxi journeys. Pay and Accounts Officer and the District Treasury Officer are requested to take action accordingly.
The above orders will apply to all cases now pending and future cases only. The cases already settled on the basis of the Memo first cited need not be reopened.

ORDER:
According to rule 8 (b) of the Leave Travel Concession Rules issued in the G O. 1st read above, every Govt. Servant is required to declare his Home Town for the purposes of L.T.C.
  1. In para 3 of the G.O. 2nd read above, Leave Travel Concession has been extended to Government servants and then  families to travel to any place in Andhra Pradesh in the second two years block period, in a block period of 4 years, in lieu of normal L.T.C. otherwise available for travel to Home Town subject to all other conditions laid down in the existing scheme. A doubt has been expressed as to whether Government servants who have not declared their 'Home Towns' for purposes of L.T.C and did not avail L.T.C in the first two year block of the 4 years block period are eligible to L.T.C for going to any place in the State.
4.   Government, after careful consideration, hereby clarify that the Leave Travel Concession is admissible to the employees to go to any place within the State in the Second two year block period i.e., 1979 and 1980 irrespective of whether they have declared their Home Town for purposes of L.T.C and have availed L.T.C to go to their Home Town in the first 2 years block period or not.
