The Director of Public Libraries, A.:P., Hyderabad., in the ref.1st
read above, has submitted proposals for filling up of the posts of Gr.II
Librarians for Direct Recruitment meant for adhoc promotions from the feeder
category of Gr.III Librarian posts. She has stated that as there is a ban on
recruitment for the last 35 years, the Gr.II Librarian posts remain unfilled.
The Director of Public Libraries further stated that there are number of
employees who secured higher qualifications of B.L.I.Sc.,M.L.I.SC.,who are
working as Librarian Grade III/RA/Attenders/Watchman, or without a single
promotion. Due to not having the vacancies meant for promotees and as there
is no provision for filling up of the direct recruitment vacancies by promotion,
they are not getting promotions even after acquiring higher qualifications with
their own cost. She has further stated that in some other Departments in
School Education, permission was accorded for filling up of vacancies meant for
direct recruitment by promotion with the condition that they will be sent back
to their original post as and when the direct recruitment vacancies are filled
in.
The Director of Public Libraries therefore requested to fill up the vacant
posts meant for Direct Recruitment with the eligible and qualified candidates
available in the feeder category temporarily with a condition that they will
be reverted as and when the Direct Recruitment takes place.
In the ref.6th read above, the Gr.III Librarians of City Grandhalaya
Samstha, have also represented to fill up the accumulated vacancies of Gr.II
Librarians meant for Direct Recruitment by promotion from the feeder
category of GrIII Librarians who are qualified for promotion as per seniority.
These Gr.III Librarians who are to be promoted on adhoc basis will not have any
right over the posts so promoted that they will be reverted back as and when
the Direct Recruitment takes place.

After careful examination of the above proposals, Government hereby
accord permission to the Director of Public Libraries, to fill up the vacant posts
of Gr.II Librarians meant for direct recruitment by promotion from the Gr.III
Librarians on adhoc basis in the exigencies of work by invoking Rule 10(a)and
(b) of A.P.State and Subordinate Service Rules, 1996, subject to condition
that they will be reverted whenever Direct Recruitees appointed, with
obtaining an under taking to that extent for this case only.
The Director of Public Libraries is requested to take further necessary
action accordingly.
