In the G.O 1st read above permission was accorded to the Director of Public

Libraries, Hyderabad, to fill up the following Vacant posts in the O/o Director of

Public Libraries, Hyderabad on out sourcing basis initially for a period of one year

2 The Director of Public Libraries, in his letters 3rd read above informed that the

services against 03 posts of Jr.Assistants & 02 posts against Data Entry Operators

were outsourced and continued till February, 2013. The posts of office subordinates

were not outsourced as they were no vacancies in this cadre by the time of receipt

of the orders in the reference 1st read above. Therefore he has requested to issue

continuation orders for the aforesaid posts under outsourcing w.e.f. 1-3-2013.

3 After careful examination of the matter, hereby accord permission to the

Director of Public Libraries, Hyderabad to continue the following posts w.e.f.

01-3-2013 to 30-9-2013:

subject to the following conditions:

(a) Not to contract the services of any additional personnel beyond those

existing on 31-3-2013.

(b) Undertake a critical analysis of the need for personnel services

obtained through outsourcing system and come up with proposals for

rationalizing the existing system.

(c) Establish performance benchmarks for each individual working on

outsourcing basis and monitor the performance closely and take

appropriate action whenever performance falls short of established

bench-marks.

(d) As and when a post is filled on regular basis, if any individual hired

through outsourcing is currently occupying such a post, his/her

services must be dispensed with.

(e) Instructions of the Government with reference to ‘outsourcing’ be

followed scrupulously.

4 This order issues with the concurrence of Finance (SMPC.II) Department,

vide their U.O.No.19900/786/A1/SMPC.II/13 dt.13-8-2013.
