to the Hon’ble Minister for Libraries through the D.P.L., Hyderabad.

O R D E R:-
        In the reference 3rd read above, the Director of Public Libraries, A.P.Hyderabad has recommended for consideration of the request of the Secretaries of Zilla Grandhalaya Samsthas who retired after 15-4-1987 on which date the A.P. Public Libraries Act, 1960 was amended for payment of monthly pension from the consolidated fund of the State and earlier to 22-09-2003.
 

2. After careful examination of the proposal of the Director of Public Libraries, A.P. Hyderabad Government hereby decided to amend the orders  issued in the G.O. 1st read above.
 

3. Accordingly, the following amendment is issued to the G.O. 1st read above and Para (6) (i) & (ii) shall be read as follows:
(i) All the 23 Secretaries of Zilla Grandhalaya Samsthas are
     included in the cadre strength of the Department of Public
      Libraries w.e.f. 15-04-1987.
(ii) They are permitted to draw their pension from the consolidated
       fund of the State under regular Head of Account through
       Pension Payment Office / Treasuries who retired from Service
        after 15-04-1987 and prior to 22-09-2003.
 

4. The Director of Public Libraries, Andhra Pradesh Hyderabad is directed
to take necessary action accordingly.
 

5. This orders issues with the concurrence of Finance (Exp. HE)

O R D E R:
    In the reference 1st read above, Government have issued rules for the posts of Librarians under Zilla Grandhalaya Samsthas in exercise of powers conferred by sub-section (1) and clause (f) of subsection (2) of section 25 of the Andhra Pradesh Public Libraries Act, 1960 (Andhra Pradesh Act No.VIII of 1960) with effect from 01.04.1950.

2. In the reference 2nd read above while amending Andhra Pradesh
Public Libraries Act, 1960, the Services of District Central Librarians & Ex- Officio Secretaries, Zilla Grandhalaya Samsthas / City Grandhalaya Samstha, Hyderabad in the State have been provincialised and the same came into force with effect from 15.04.1987.
 

3. In the reference 3rd read above, Government have permitted the
Director of Public Libraries to draw the salaries and allowances of
Librarians of District Central Librarians / Ex-Officio Secretaries, Zilla Grandhalaya Samsthas / City Grandhalaya Samstha in the State from the funds of their respective Zilla Grandhalaya Samsthas / City Grandhalaya Samsthas as is being done now till the finalization of making provision in the Government Budget.

4. In the reference 4th read above, Government have issued Andhra
Pradesh Public Libraries Service Rules, 2003 for all the Gazetted posts of the Department. In these service rules the post of District Central Librarians and Ex-Officio Secretaries of Zilla Grandhalaya Samsthas / City Central Librarian and Ex-Officio Secretary of City Grandhalaya Samsthas working under the Zila Grandhalaya Samstha/City Grandhalaya Samstha, Hyderabad were combined with the other first level Gazetted Librarians, Lecture, SILERT and made the feeder category to the 2nd level Gazetted  posts. i.,e Deputy Directors.

5. In the reference 5th read above, the Director of Public Libraries,
Andhra Pradesh, Hyderabad stated that, the District Central Librarians and  Ex-Officio Secretaries of Zilla Grandhalaya Samsthas / City Central Librarian and Ex-Officio Secretary of City Grandhalaya Samsthas are drawing their salaries / pensions from their respective Zilla Grandhalaya Samsthas from out of the salary / pension grant sanctioned by the Government though their services were provincialised with effect from 15.04.1987 and the District Central Librarians and Ex-Officio Secretaries of
Zilla Grandhalaya Samsthas / City Central Librarian and Ex-Officio
Secretary of City Grandhalaya Samsthas on transfer to the post of
Gazetted Librarians / Assistant Directors are drawing their salaries under the regular head of the salaries from the Treasuries / P.A.O. The Director of Public Libraries, Andhra Pradesh, Hyderabad has requested to include the 23 posts of Secretaries of Zilla Grandhalaya Samsthas in the cadre strength of Department duly treating them as regular State Government employees and to accord permission for drawal of salaries/pensions to the District Central Librarians and Ex-Officio Secretaries of Zilla Grandhalaya Samsthas / City Central Librarian and Ex-Officio Secretary of
City Grandhalaya Samsthas on par with the other Stae Government
Servants from the Treasury under regular Head of Account and to declarethem as Drawing & Disbursing Officers by operating the Head of Account “ 010-Salaries ” and payment of pensions through Pension Payment Office / Treasuries to the Secretaries retired after 15.04.1987.
6. Government after careful examination of the proposal of Director of Public Libraries, Andhra Pradesh, Hyderabad keeping in view of the paras.1-5 above and hereby issue the following orders;
(i) 23 posts of Secretaries of Zilla Grandhalaya Samsthas are
included in the cadres strength of the Department of Public
Libraries duly treating them as regular State Government
Employees w.e.f. the date of issue of Service Rules i.e,
22.09.2003,

(ii) They are permitted to draw their salaries from the Treasury
      under regular Head of Account and pensions through
      Pension Payment Office / Treasuries w.e.f. 22.09.2003 only;
      and
(iii) the Head of office may authorise a gazetted Government
       servant serving under him to sign bills as per rule position
       stipulated in S.R.2 (h) under T.R. 16 of A.P. Treasury Code.
       Vol.I and as per Article 93 (b) of A.P. Financial Code Vol.I
7. The Director of Public Libraries, Andhra Pradesh, Hyderabad shall Take necessary further action.
8. This order issues with the concurrence of Finance (Exp.HE)

In the circumstances reported by the Director of Public Libraries in the references 3rd & 4th read above and after careful examination of the matter, Government hereby amend the G.O.1st read above indicating Head of Account for drawal of salaries of the District Central Librarians & Ex-officio Secretaries of Zilla Grandhalaya Samsthas as
follows :
                                        AMENDMENT
In G.O.Ms.No.1, Education(SE-Lib.2) Deptt., dt.02.01.2009, after para 6(iii) the following sub-para(iv) shall be added :
(iv) The salaries of the District Central Librarians & Ex-officio Secretaries of Zilla Grandhalaya Samsthas in A.P.State shall be met from the Head of Account 2205 Art and Culture – 105 Public Libraries – SH(05) Other Government Libraries – 010 Salaries.
 

2. The Director of Public Libraries, A.P., shall take necessa  action  accordingly.
 

3. This order issues with the concurrence of the Finance (HR.III) Department vide their U.O.No.32021/73/A1/HR.III/2016 (Computer No.144542), dt.13.11.2017.
